Case Study - Kilcarbery Public Private Partnership

Kilcarbery is a flagship residential delivery project for government in demonstrating scale, affordable housing delivery, on public lands in partnership with the private sector.

Kilcarbery is a 29-Ha residential development site in West Dublin owned by South Dublin County Council (SDCC). The site has capacity for 1,034 A-rated new homes. SDCC sought a development partner to bring the site through planning and subsequent development on a licence basis. 

Access to the transaction was achieved through strong market relationships, as well as an ability to manage transactional complexities. Activate is providing a flexible working capital facility enabling the delivery of over 250 units per annum.

Development will serve all elements of the housing life cycle including social, cost rental, affordable for sale, private rental and owner-occupied accommodation. c. 50% of the total units are to be made available for social tenancy, affordable purchase and cost rental. Cost rental is not-for-profit housing, offering long-term, secure tenancy at more affordable rents which start at 25% below the average local rent.
